MEA New Delhi applies the central government attestation stamp validating the state signature.

Qatar Embassy

Mandatory University Letter & Full-Time Regular Status

The Qatar Embassy in New Delhi enforces strict regulations on educational degrees. To get your degree certificate stamped, you must submit **three documents together**:

  • Original Degree Certificate (with prior State HRD & MEA stamp).
  • Original final-year consolidated Marksheet or Transcripts.
  • An **Official Verification Letter** from the university registrar stating that the student was a **regular, full-time classroom student** (distance education, part-time, or private candidate degrees are strictly rejected by the Qatar Embassy).

* Note: If you graduated from CSVTU Bhilai or PRSU Raipur, we physically coordinate with the university to acquire this specific Verification Letter.

Saudi Arabia (SAC)

Saudi Arabian Cultural Attaché (SAC) Approval

Saudi Arabia mandates that educational certificates be verified by the Saudi Arabian Cultural Attaché (SAC) before the embassy will apply its stamp.

  • Requires a verification email loop between the Cultural Attaché office and your university registrar (e.g. CSVTU registrar).
  • Requires submission of the original degree, transcripts, and passport copy.
  • Personal documents (Birth/Marriage certificates) do not require SAC approval but must have a State Home Department/GAD stamp prior to Saudi Embassy submission.

Kuwait, Oman & Bahrain

Standard Consular Stamps

These countries follow the standard consular stamp workflow. Personal certificates can be stamped based on notary public -> Delhi SDM -> MEA -> respective embassy stamp, which is faster. Educational certificates require State HRD -> MEA -> Embassy stamp.
